Dr. Salam Saffaf, founder and president of the academy, delivered the keynote address at the Gulf Administrative Development Forum, speaking on proactive leadership as the operating system of future government.
Drawing on her experience as a former Minister of Administrative Development, she argued that the region's institutions must move from reacting to change to manufacturing it - by investing in leaders who hold the tools of the future today.
The address concluded with an invitation to institutions across the Gulf to treat leadership development as strategic infrastructure, and was followed by a panel discussion with senior public administration leaders.
